The white paper begins with the author’s direct MIDA experience and uses the Military Recreation Facility Project Area at East Village/Jordanelle as a practical example of MIDA’s military-recreation model.  It then explains MIDA’s governance and financing framework. It then evaluates STRATOS as a distinct MIDA-enabled economic-development project. That evaluation focuses on the asserted military or defense nexus, the completion-triggered change in the payment structure, County funding commitments, continuing verification obligations, and diligence of the Box Elder County Commission.

Theobald paper, which attendees are encouraged to read aforehand, will be sent to adressees on the LSDM list.  Watch for it.
